In 1996 Henan Yu American Industry and Commerce Development Co. Ltd. drew up a feasibility study with reference to the planned Henan Greenhouse Demonstration project. Main objective was to obtain an ORET grant from the Dutch government. The initial study was appraised and judged by the Netherlands Economic Institute on request of the Dutch government. Since the study was judged as incomplete and incorrect at several points, VEK was requested to draw up an accurate and detailed feasibility study / business plan.The Henan province’s economy largely depended on agriculture. The Henan greenhouse demonstration project should enhance an upgrading of the province’s agricultural sector by taking the Dutch greenhouse enterprises as an example. The project involved the construction of a 14 ha greenhouse complex and related buildings, including research and training center, consisting of partly Dutch greenhouses and partly Chinese greenhouse with Dutch technology. The project aims at introducing new cultivation techniques in the Henan region.
The business plan was used to submit the project to the Dutch government for consideration for grant financing under the ORET program. Only “commercially not-viable” projects can be subject to ORET-financing. Besides, the project must have sufficient development relevance for the local region.
